IIFB positions on priority targets of the post 2020 Global Biodiversity Framework

Indigenous Peoples and Local Communities are key actors in the protection of nature and need to be recognized as partners to save biodiversity in the world. How do we ensure the respect and recognition towards IPLC’s contribution to nature? To do this, we need to fully include IIFB´s proposals in the GBF. The ones on priority targets are as follows:

TARGET 3

Ensure that at least 30 per cent globally of land areas and of sea areas, especially areas of particular importance for biodiversity and its contributions to people, are conserved through effectively and equitably governed and managed, ecologically representative and well-connected systems of protected areas, other effective area-based conservation measures, FULLY RESPECTING AND UPHOLDING THE RIGHTS OF IPLCs, INCLUDING TO THEIR TRADITIONAL TERRITORIES AND FREE PRIOR AND INFORMED CONSENT, and integrated into the wider landscape and seascape. 


TARGET 5

Ensure that the harvesting, trade and use of wild species is sustainable, legal, AND RESPECTING RIGHTS AND CUSTOMARY SUSTAINABLE USE, and safe for human health.


TARGET 9

[Ensure all management and uses] [Significantly increase the contribution of sustainable bioeconomy including through the use] of wild [terrestrial, freshwater and marine] species are sustainable, [Ensure benefits such as food security and water SECURITY, livelihoods, HEALTH, ESPECIALLY for those most dependent on biodiversity through sustainable management and use of wider landscapes and seascapes], thereby providing social, economic and environmental benefits for all people, especially those in vulnerable situations, while PROTECTING AND PROMOTING safeguarding customary sustainable use by indigenous peoples and local communities.


TARGET 13

ADOPT AND Implement measures at global level and in all countries to facilitate APPROPRIATE access to genetic resources, TRADITIONAL KNOWLEDGE ASSOCIATED WITH GENETIC RESOURCES, AND DSI and to ensure A SUBSTANTIAL INCREASE IN the fair and equitable sharing of benefits arising from THEIR UTILIZATION IN ANY FORM [DELETE: the use of genetic resources, and as relevant, of associated traditional knowledge], including through mutually agreed terms and prior and informed consent.


TARGET 19.2

Strengthen capacity-building and development, access to and transfer of technology and innovation, and technical and scientific cooperation, to meet the needs for effective implementation, particularly in developing countries AND FOR INDIGENOUS PEOPLE AND LOCAL COMMUNITIES, WOMEN AND YOUTH, commensurate with the ambition of the goals and targets of the framework.


TARGET 20

Ensure that quality information and knowledge, including the traditional knowledge, innovations and practices of indigenous peoples and local communities with their free, prior, and informed consent, are available and accessible to decision makers, practitioners and the public to guide decision-making for effective EQUITABLE governance, management and monitoring of biodiversity, and by strengthening communication, awareness-raising, education, research and knowledge management. 


TARGET 21

Ensure the full, INCLUSIVE, equitable, effective and gender-responsive participation in decision-making related to biodiversity by indigenous peoples and local communities, respecting their rights over lands, territories and resources, as well as by women and girls, and youth, AND ENSURING THE PROTECTION OF ENVIRONMENTAL HUMAN RIGHTS DEFENDERS AND ACCESS TO JUSTICE. [while enhancing the engagement of all relevant stakeholders].
