The structure of the Global Biodiversity Framework seems unnecessarily complex to many parties.
Negotiation process of the Global Biodiversity Framework in Geneva has seen parallel sessions on Goals and targets, with discussions on indicators and the monitoring plan which have taken up much delegate attention. However, this lower level of indicators is taking place before the overall structure and key elements such as ‘goals’ and ‘targets’ have been agreed. Discussion on indicators in SBSTTA is disconnected and isolated from the target negotiation process and current change in their language.
In a conversation with ECO, Simon Counsell from Survival International gave some reflections. “the structure, and a clear definition of the meaning of ‘goals’ and ‘targets’, if these terms are to be included, needs to be agreed before the content of these can be agreed. Of particular concern has been the overlap or confusion between the 2030 ‘milestones’ to achieve the 2050 goals, and the 2030 ‘targets’.” This issue on the fate of the milestones will be discussed on the upcoming Friday’s Contact Group 1 presenting the Friends of the co-lead analysis.
